Improving the Giving Pledge

What if....

1. The giving pledge (to give half of net worth for social good) were made mandatory for billionaires?
2. The money collected for social good were allocated by a group of high minded citizens elected for that purpose by the general population
3. And expended to benefit all Americans, rather than going mostly abroad or to cultural things that benefit the elite?

Helluva an idea, right?

We could call it the Death Tax!
